Infrastructure & Capitalization

Having trouble building the Infrasturcture and capitalization inprovements to my cities. They just won't build in any of the cities that I try to build them in. Is there anything that I need to know in order to build these improvements? Any help will be greatly appreciated. Thanks!

They aren´t improvements,
Capitalization: gives gold to your treasure.
Infrastructure: gives Public Works.
