Is there no way of changing the name of the civilisation you're ruling, or the names of the cities, without actually hacking data files?

editing one line in a text file is hardly called "hacking"

You can change the names of the cities in the game. To change their default names and the name of the civilisations, you would have to edit civilisation.txt and civ_str.txt before the game starts.

To change the name of the city...right click on the little city and choose "Rename City..."
