I just installed the mod and got the following error
Dip_MainRoutine
Function.ConsiderNewPRoposal wrong type of argument

Is this the mod or me?

This is addressed in the diplomacy mod thread in CTP2 Scenarios/Mods forum.

But anyways, it's the mod. V3.4 (which isn't posted yet) fixes this.
