A Question for Modifiers
Ok, I have seen Palpatine's 28 civilization world map offered from Omni's file directories on Apolyton's website.
So, my question for Palpatine or anyone who knows, is this -- how do you create a map or scenario that allows more than eight civilizations?
Thanks for any help. I'm sure we can appreciate the inadequate instructions on map and scenario creation found in Activision's mini-manual, and on Apolyton's website.
Thanks for any help Palpatine, or anyone else who knows the answer to this perplexing riddle.

Um - I already knew how to increase maximum civilizations for random map games. In fact, I play with 15 civilizations on random maps.
For some reason though, when I launch a scenario from a map I created, it will not allow more than eight civilizations.
So, the riddle continues to be unsolved, and it looks like Palpatine is the one who knows the answer.

Sorry, I wish I had an answer for that one... I've never tried using the editor yet.

Well, I'm not really qualified in the MOD and Scenario department yet... but I do know how to get more than 8 Civs:
Just change the userprofile.txt file so that NumPlayers = 10 or whatever number you want. (Just be warned that numbers above 16 make things real slow).
Also, there's another file called profile.txt with the same line. I'm not sure, but that may have to be changed, too.
Anyway, I'm currently playing a reg-size map with 10 civs + the Barbarians, and it's rather crowded. However, it's still in BC years and I've pummeled 2 civilizations into submission already!

Didn't we have some guy working on a modern scenario who managed to get 16 civs on a world map and didn't he explain how he did it? Check the threads of the Mod/Scenario forum of the last few months, IIRC that's where his thread was.

Hi, I know how to do it!
At first you must set the desired number of civilizations in "userprofile.txt" (e.g. 16) (there are counted the barbarians as well so there would be 15 "normal" civilizations in this case).
After that, backup the files the "civ_str.txt" and "civilisation.txt".
Now, delete all the civilizations in "civilisation.txt" and "civ_str.txt" which you don't wanna be in your scenario and you can also add a new ones.
Don't forget to change the number of civs at the beginig of "civilisation.txt". In the following line:
16 ## Number of Civs in list (add as grows)
The number has to be the same as in "userprofile.txt" so that all of remaining civilization would have to start.
Then, Start a new random game with the desired number of civs (vide "userprofile.txt"). All of the civilization which you wanna be in your scenario should have started in the random game (because there isn't any choice).
Ok, Enable the Scenario Editor:
Option->Cheat Mode.
Now, clear all land titles - Wait until all of settlers are killed.
Load a map that you are going to use in your scenario.
Place settlers for your (in this case 15) civilizations where you wanna.
Save Scenario to the desired folder.
Put the modified files "civ_str.txt" and "civilisation.txt" to your scenario directory and place back the default ones.
All right, that's it.

Sorry for the late reply. AFAIK (before you ask: As far as I know ), IIRC means 'If I Recall correctly, but it comes down to the same thing as Immortal Wombat's explanation.

I'll be one happy map/scenario creator if either method works after I try them out.
This is what the forum really is all about - Civers helping other Civers when they're not nuking each other in multiplayer games!
