I like Public works as much as the next guy, but I still want to see what tiles my citizens are working.
In fact -- in the Ideal game, I want to actually be able to zoom in and see my citizens working!

Well, not totally unrelated..
For example, let's suppose that I have a worker collecting food from an un-improved grasslands tile.
Then suppose public works allows me to build a farm on that same tile. I should happily get to see my worker collecting even more food!
Also, the fact that the citizens work all tiles is okay, but I would rather be able to shift their focus around as I see fit rather than have their work be distributed evenly.

I already voted for PW, because I hate armies of settlers. 200 or 300 settlers cost to much of time. But threre should be an interesting alternative something between PW and settlers: The city workers could do the job of PW and settlers. Instead of collecting food or outher ressources they could also be able to build tile improves. And that could be an explanation how public works work. PW is generated by the population of the empire. If a worker can leave a city he could build tile improvements outside of the empire borders. Such a worker should also join another city easily that could simulate migration. But the advance of PW is that it is limited (more realistic) compared to settlers, because you can build hundrets of them.
