What is Improve.txt?
...and why does it have the same values as CTP1?

Example: the Security Monitor (or Population Monitor).

From the CTP2 improve.txt file

IMPROVEMENT_FLAG_PRODUCTION_PERCENT PRODUCTION_TYPE_PRODUCTION 25
IMPROVEMENT_FLAG_POLLUTION_BONUS -1
IMPROVEMENT_FLAG_LOWER_CRIME 0.5

In other words, it increases production and lowers crime and pollution. That's what it did in CTP1. But in CTP2, it lowers crime and happiness, with no effect on production and pollution.

Are improvements getting their data from some other file? But if so, what's the point of improve.txt? Or did I just get an outdated file for some reason?

Confused.

I have found six files that should have been removed from the default/gamedata folder:

Improve
Order
ProjectileID
ProjectileEndID
Units_historic
Units_release

There may be other files that aren't needed, but they are ones you wouldn't care about modifying anyway, and so shouldn't cause confusion.

They removed the old files from the aidata and english folders, I guess they forgot to clean out the gamedata folder.

I'm pretty sure that there are a lot of old files still there that no longer have any effect on the game, and still show old CtP1 data.

It would be GREAT if an Activisioneer (or anyone else, for that matter) could give us a list of which files are actually used by CtP2 and which are just remainders from CtP1 that can be ignored...
