can we make a scenario ?

i'm french, i wonder if a must buy CtP 2
i had bought CtP '1' and i don't want to loose my
money again.
can we easy make our own scenario
can we change units, cities... graphiks
add events ?

avec un peu de travaille, you can do almost anything that you want to... see the creation department for all the changes underway... you might just find a few people to work with on a change... but it means buying the game... not a waste if you enjoy the series...
