Not sure what the purpose of Baron's manor is??? appears just to be to piss off the peasants?? is tht the intnet, would think it would also have a fortification and monetary impact on the locale and probably still upset the citizens .. but would have then to way that against a couple pluses like increased productivity and tax collection plus a small fort to hide behind when the barbarians come rampaging through ... then might be worth building.
Also, need either to enhance the pollution cleaning capability of existing buildings in the game or have soe new ones, maybe like somme places in the states here, garbage burning plants .. i.e. burn pollution to produce energy/PW. just an idea.

The point of Baron's Manor is to decrease food consumption, thereby allowing the city to grow as normal on less food required for consumption.
This deprivation of the peasants causes unhappiness when the barons deamnd large part of their crops as payment. And of course, the fact that peasants are not allowed freedom of movement.
