annoyed allies?

I have not been able to find this addressed in this forum yet. Apparently, the AI does not like allied units moving through there territory. Regard drops and the intelligence message "they are annoyed that we continue to move units through..blah blah blah"

This even seems to occur when moving troops through their borders to aid in attacking their enemies after they ask for help.
