Let me ask this. What if every city had a diplomat who's home city was different than where stationed?
If the city is bribed, the dip/spy is there immediately?
Whattaya think?

NO.All units inside the bribed city are gone regardless of where they are homed from.You could station dips outside cities here and there

What I found interesting in a buy-back situation is that i ended up getting his invasion force that was OUTSIDE my city but in a fortress. Is that a glitch or is it genuinely part of the game?
Also, sorry for being so newbie in the civ community at large... but what is: WLTPD? I have been playing civ since civ 1 but I haven't been keeping up in the online civ community so im afraid I don't know all the abbreviations...

WLTPD: We Love the President Day. For use in Democracy/Republic to grow cities larger.
And when you bribe a city you get all the units within one square of the city too, i believe.
