Naval combat
A couple of things...

First, I wanted to make several naval units behave as flankers. The reasons are obvious, I think. I tried giving them the IsFlanker flag and that alone did not seem to do the trick. I changed the unit type from NAVAL to FLANKER and that DID seem to make them gang up on lesser numbered stacks. Has anyone else tried this/noticed this? A couple of questions I have are...does this (changing the naval unit type to FLANKER) effect the way the AI decides what to build?

Second, has anyone else noticed WAY too many naval units defending cities? Or is this just with my modified files?? Two thirds of the units in coastal cities are naval units and very difficult to conquer with land based units (primarily due to their higher armor ratings). I don't like the idea and the gameplay of this. I have no problem with air units defending a city but it feels artificial having my machine gunners fall to a bunch of ironclads sitting in port. I can see F-15s repelling a land based attack, but not ships in port.

Any possible solutions to getting the naval units out of the cities and into the seas where they belong??
