Nb of players

I've tried to add players for random game.
I've modified thjis line in profile.txt
NumPlayers= 16

But when I launch the game and set the parameters for my game, the nb of civ is 8 max. What should I do?

Change it in userprofile.txt (can be found in same folder as ctp2.exe, the name slips my mind at the moment) instead of in profile.txt.

Has anyone else had problems with stability beyond 16 players?
