Is anyone working on a scenario editing program?

Just wondering, since there is a lot of files that you have to go back and forth and make sure everything matches.

Nope, not as far as we know. But you could simplify the process of text-file editing a lot by using a good editor (instead of NotePad or Word), like EditPlus (there's plenty of other good editors out there but this happens to be my favourite).
