Help
I was making a scnario on WW1. I like to add a whole bunch of units in my scnarios. It makes it look and fell cool. But everytime I test it and advance to the next turn all my cities revolt and a message tells me to delete some units. I don't want to delete some units.

What governments do you start under? The democracies will feel the effects of haveing large numbers of units very quickly. Try cheat-building shrines, basilicas and arenas into the cities before you save the scenario file. Hope it works well.

Oh because I was democracy. The thing is the AI delets all its units because its too much.
