You mean diplomacy pictures for CTP2? Unfortunatly I never saw an diplomatic picture in the game.  So you can ask where are the dip pictures in the game. The answer is in the *.zfs fies but not in the game itsself. The design team hadn't enough time to implement them. 
You can use them for scenarios or the Great Library. (I know a very poor solution, I would like find them rather in the diplomacy screen. )

I have yet to see the finished game--I *assumed* that would be in (?). No diplomacy pics???

Martin, there are leader pics for all the civs in Harlan's graphics mod, which is incorporated into the Medpack II. I would like to use them in the game, but I do not know how to get them to show up. If you know what to do, I can get this into the mod before the public release. Everyone already has the pics, the game is simply not using them.
