I think group hating is a mechanic that is, in a way, built into culture ratings. Two people of high culture who are allies LOVE each other, two people of high culture who are enemies HATE each other. Two people of low culture don't think much either way, either way. When high-culture cities are taken, they chafe under new rulers. When low-culture cities are taken, they don't much care and as they grow in culture they come to accept the conquerors as the greater rulers. I'm not sure exactly how it works, but it seems kind of downplayed, but built into culture.
Sure, you could do a lot more with that, but that makes you wonder if it would be a game anymore, or a semi-interactive movie? As the game ideas become more complex, the fun is lost. A lot of simple but powerful ideas done right like culture seems to be turning out is a lot better than a single complex and powerful but narrowly-focused idea.
