Upgraded fortresses?

in the upper right of the city radius, there is a gun of some sort. perhaps an updated form of a fortress?
also,
it says is 1997 AD, and the city was established in 2001... whatever.

Nah, it is just an artillery gun with stabilisers down, or whatever they call them. A static artillery gun probably looks different to one on the move I would expect, unless you have a mounted artillery gun. Who knows?

I think that picture is just a modulation on how they want/wanted the city to look.

Also, the city of Baltimore seems to not actually exist. I agree. This pic's probably from before they completed the city graphics.
