The University is satisfied with it's first in vivo performance of its aircraft, and has decided to upgrade the equipment on these needlejets. The university needs the resources for continued technological development

When I brought the surrender rule in, I didn't really mean that someone should surrender with a fully functioning empire. Although it is quite likely that you will be overrun, any chance of carrrying on a bit?
