I think you should be able to get a settler and set it to Roads or fields and that settler just keeps building roads or fields till he runs out of space.

Civ 3 settler will build city only. Workers will build everything else.

Will there be an engineer unit in Civ3? I hope there is. The worker should become obsolete with a certain discovery that allows you to build engineers. There really shouldn't be anything to make the settler become obsolete.

When Dan M. of Firaxis was posting about Settler and Worker, he did not say if the worker would be come obsolete. We will now have to wait to find out.
