Generals should automatically be created when you create an army. For example, you create an army consisting of a tank division, howies, and marines. For this army, you receive a green general, unless you have barracks in the city and are willing to pay 1/2% (not sure, opinions?) (rounded down when treasury is below 500 gold) of the gold in the treasury, In which case you would recieve an experienced but not veteran general. It would take 2 battles to become semi-experienced. Veteran generals can only be created when the army has been through at least 4 combats after semi-experienced level, and ultra veterans 4 battles afterwards.

The weaknesses and strengths of these generals:
The green General
This general should have no bonuses at all due to his inexperience.

The semi-experienced general
This general should have a plus one/one bonus to attack and defense because of his knowledge of tactics.

The veteran general
This general should have a +2/+2 bonus to attack and defense, OR +1/+1 to attack and defense and an extra point of either hp or fp due to his knowledge of tactics and experience in the field.

The ultra veteran general
This general should have either a +3/+3 bonus to attack and defense OR a +2/+2 bonus and an extra point of either hp or fp OR a +1/+1 and 2 points of either hp or fp due to his overall skill in battle.

They have said that a successful army has got a chance of developing a general after each combat so you could assume that a "green" General comes free but it takes a random number of battles to reach veteran. I'm all for having expensive generals as an obligatory part of forming an army so we can dispense with any silly restrictions about the maximum army to city ratios.

So you want the C&C: Red Alert 2-like notation for vets, either sgt's chevrons, capt's bars, or general's stars to denote his bonus abilities.

Well if that feature is in the game, I like the visual representation.

I believe that Civ3 won't have general's veterancy, because from the Firaxis comments on how General's appear, being a general is the bonus already over just a veteran unit.
