Read also about diplomacy in Civ-3 on Firaxis own Civ-3 website. This is what we know at the moment. I havent read anything specifically about the "stop war against..." request.

One would expect it be included....

And it was in SMAC (as previously mentioned), not that AI often listened. I don't see how the diplomacy options could be "advanced" without this option.
