I don't like that a wallpaper scream its name half screen size: just a small sign on bottom or top of screen will be fine.
I also prefer that a wallpaper let me see my common Windows icon easy, first glance, not after a long browsing of the screen 
How about a screen saver full of units animation?

Well, the first wallpaper (The one with the city view) could actually look great in the game, I mean, when looking at the ciityview the city is shown in an eciptilise (I hope you can see what I'm trying to write here ), while the normal civview is shown in the back.
I don't know about you, but I think this could look pretty nice ingame 
Nice wallpapers though, since there's not much to use
