"flags" and units.txt
Has anyone seen any suggestion that the edittable "rules.txt" file or something like it will be in Civ3?
It would be nice if any unit funciton could be toggled on or off via the old "flags" system Civ2 used in the "rules.txt" file. That way we could customize units to do more, or less than units we are used to. Specifically, for scenario purposes, it would be nice to have a unit that could steal technology, another unit for diplomacy, and another for terrorist/sabotage. Currently, the Spy unit does all three.
Does this seem to be in the game?

They have promised better than ever support for the mod community. No details as yet.

My hope is for a proper scripting language to define special properties of units, technology, wonders, city improvements...

Custom Units
how are people supposed to create custom units if all the units are those mving 3-D images? I couldn't stand looking at that yellow alpine troop so i replaced him with one in a white uniform.

Yeah I don't like that either. I really don't care about dumb 3D units. Higher res units yes, but I don't need to see their little feet moving or necessarilly which way their pointing, not unless that has some effect on combat, which I know it won't.

Firaxis has said on several occasions (or at least once) that civ3 will be easy to modify. I also believe it's possible to use 2d units (i think).
