I use Paint Shop 4 not the newest version of Paint Shop Pro I installed a evaluation version of Paint Shop 6. For me Paint Shop Pro 4 is enough I see no need to upgrade yet and it is for me a full licensed cheap version of such a progam . The more professional program is Photoshop by Adobe so far as I know this is the program that is used by game developers. Of course it is more expensive (if you by it), it needs more space therefore it could be a problem to download a trial version. But I think if you only want to modify the *.tga files you can every other program that can handle 16bit uncompressed *.tga files. But if you want to create new unit, good, city or effect sprites you need a program that can handle *.tif files and the alpha channel. So far as I there are only to programs that can do I already mentioned in this thread.

I also use paint shop pro, but I have a "trial" version of 7.02. I actually have *tgas defaulted to open in Microsoft Picture It! but I only use that for one function (blurring or sharpening focus) , and PsP for everything else.

My better half has a copy of PhotoShop she ripped from someone. I just use that. Does everything you need for CTP2.

PhotoShop - I'm a graphic artist so I only work with the best...
and if I am not busy at work, I can do all my CTP2 file alteration there
