It should be custumisable between 3 to aprox. 16 civs.

Up to 16 would be ideal, but there would be no harm in having the potential for more if people want them. And I will be disappointed if we are stuck with 7 civs again

well for trial of 32 civs we have CTPII. and now with excellent work that the mod makers have done and made the AI to play (and atack  ) like it should, I think i will give it a try very soon ...
I just think that civ 3 should have for more than 8 civs that option somewhere in the text files like CTP, or even better on the start menu.

I would have to say 8. Assuming that there are 16 civs overall in the game (which is questionable to begin with) combined with the fact that we haven't seen any more than 2 civs with the same color. Chances are it'll work like Civ2, so we divide 16 by 2 and get 8. I would really like to see all 16 at once, but the fact that the Americans and Chinese have the same color doesn't work with this idea.

id like to see 64 civs at once and im sure my new pc could handle it, plus the have new gianter maps so it woould work out better
(my new pc has 512 mb ram, 64mb gpu, 1.4 ghtz athlon processer, so it can handle almost anything...)

i would put my money on 8.
we know that americans and chinese are the same color, as the spanish and romans are.
therefore i assume there are 2 of each color, and 16 civs total makes 8 at once.

Well, one preview said all of the playable civs (16 of them) will be able to be in one game at the same that. That's 16 at the same time.

Previews can be very unreliable. So I'm not too sure about that. I'm not going to believe how many civs are going to be playable at once in the game until Firaxis has a 100% confirmation on it.

scenarios
As a scenario player im concerned with this issue, however I would note that most historical scenario situations do NOT require 16 or more playable civs. Any increase from the current 7 + 1 (barb civ) would be helpful, and the diminishing returns come in quickly. An eigth and ninth playable civ would have made it possible to seperate Punjab from Afganistan and Egypt from Persia in Michael Daumen's "the great game" and would allow for the seperation of Persia from Judea and for the insertion of Urartu in Paul Cullivans "End of of the Bronze Age". These would be major improvements in scenario gameplay and historicity.

Don't put to much stock in nations having the same color so that means only 8 in the game. One of the biggest gripes of Civ II was that you could not play with two nations that had the same color. I would have to believe that Firaxis has solved this in some way, either by giving each nation a different color or allowing the player to choose a color for their civ. I just got to believe that we are not going to be forced to if we have the Chinese we cannot have the Americans problem again in Civ III.
