is it possible?....unit changes
is it possible to create spy planes?
how about drop pod ships (ie the philadelphia experiment)
how about outfitting land units with warheads (i.e. suitcase bombs)
also...what is the formula for whether a plane bombing run, artillery bombardment, or ship bombardment is sucessful on terrain improvements? are some improvements harder to destroy than others?

I don't know about the rest, but I'm pretty confident it should be possible to create drop ships. Just go in your alpha(x).txt, go to the 'abilities' section. There you can edit which units can use the abilities. One of the last of the whole row of zeros and ones determines if the ability can be used on sea units. Good luck with your modifying!

Also, if you give a faction air drops as their free special ability, then you can airdrop both air and seas units, wherever you want! (Providing that you have either 8-square clearance or orbital insertion) When you air drop a ship onto land it can still move towards the sea or airdrop again but the next turn you take with the unit staying on land, the boat disapears!

Ah, I'd vaguely wondered about that...was worried that dropped ships would break the game.
About suitcase bomb infantry. Each chassis type has a characteristic. You can change all missiles NOT to destruct, or you can change all infantry to destruct, but I don't believe you can make an exception to the chassis limitation. Secondly, you can, as M@ said edit the alphatext to either custom units, or what weapons can be used by what. You could make conventional packages and PB's available to infantry, I believe, though I havn't tried it.
Not sure what you mean by 'spy planes'. You can't increase the radar range, if that's what you mean.

I did mean a probe needle jet (or better yet, a probe chopper!)
One more question: is is possible to outfit a ground vehicle trahsport with air bays? in other words, make sorta missle trucks?

If I understand what you want, you just have to do something similar as with drop pods. Just edit the 'aircraft carrier' ability, so ground units can have it as well.
