Crime and punishment
Is it just me, or is the LAST thing you consider for a city a courthouse. Getting a 20% reduction in 15% crime is no big deal - hardly worth the expense of building and maintaining it.

Since it really dosn't seem worth it, I'm thinking of making the differences something like....

Courthouse -30%
Prison -40%
Behavoral Cnt -50%
Securtiy Mnt -60%

You guys have played more than I - what do you think about this?

I'm with you on this one. I tend to skip the court-house in the early stages of the game. You get more bang for the buck if you can complete the 'Chicken Izata' (that's how I pronounce it anyway) or the Zero Crime Bill. The upkeep of the courthouse will exceed the gain for most small cities. Only when your fringe cities attain reasonable sizes does this city enhancement make any sense. At this time, I can build them in a few turns so I just shrug my shoulders and slide it in between defensive and range units in the build queue. -mdmh
