Producing Non Settlers/Engineers
Somehow once a while in SP game, I would find a weak civ nearby me at the adjacent continent who has not yet filled up the landmass. Sometimes there will be an empty spot on their continent surrounded by defensible terrain, hills mountains or forest, then I will land my settler/engineer on the spot, accompanied by a few military units, found a city and disband it immediately to get the non settler/engineer.
In one game I have produced more than 30 non engineers in this way.
Are there anybody doing the same?

I find it easier to bribe them, to be honest. A NONE engineer is just invaluable - sure, they can be expensive, but still....

Yeah, it may be easier, but it sure is a lot cheaper to disband a city near the enemy

If a barracks is built before disbanding; is the settlers/engineers a veteran?

Yes, though I don't know what use it would be.
