Okay, this is wierd...
Somebody else is bound to have seen this before, but it was a first for me--my jaw hit the floor when I saw it. Corruption in my capitol under Communism!
IIRC, it only lasted a couple of turns, but it cropped up later in a city only a few tiles away!
Well, I can't seem to attach the screen capture. The forum keeps saying that the image must be no larger than 600 x 0

I've seen commie corruption, but only in cities with large trade arrow production - maybe 2 arrows corruption out of 80. Corruption in a capitol, tho, I've never seen in any government! How big is the city?

The city was pretty big and had a large amount of trade. Maybe size 16 or so with trade of about 60. I'll check for sure when I get home tonight.

I have read somewhere that under communism all cities are treated is being 10 squares away from the capitol for purposes of calculating corruption. If that rule also applies to the capitol, that might explain why there was corruption in your capitol.

I thought the 10 squares from the cap corruption calculation was only used in Civ1, and it applied to all cities including the cap. In fact if you look in the rules.txt, there's a line 'Communism is equivalent to this palace distance' and the value is set to 0. Maybe the rules.txt has been altered in some way, perhaps it has been set to 1 or something?

I haven't checked the rules.txt or anything, but my observational experience supports DrFell's comment that the distance to the capitol is 0. I almost always play under Communism and I've always noticed that none of my cities ever had corruption--even high trade cities far away from the capitol. That's one of the reasons I love that government! (in the game, that is )
Being born and raised in the US, I've never personally experienced the real thing.

heh, I'm notactually talking about the REAL communism, but about game communism... sure, there's corruption in any system, though I doubt it has big economical effects comparable as the CIV corruption... what I actually meant was CIV 2 communism... going to check that now, always considered it a not-so-neat thing

Perhaps the designers thought that communist governments were inherently corrupt. If there's a thriving black market and officials are taking bribes on the side then your government is loosing a lot of potential money. But if your government and the established maffia are one-in-the-same then, hey, all that money greasing hands is going straight into the government's pocket. Or is corruption reduced by a very strong and powerful government presence keeping everyone in line?

It seems to me that the communist gov't should have the exact opposite problem. All cities should be treated as being twice as far from the capital with respect to corruption.
Rampant corruption which reduces the shield production. The communist factory was never an icon of efficiency.

This topic got hashed in the Civ3 forum a while ago. The corruption free communism is just for gameplay. It offers improvements and drawbacks compared to the other governments.
If a reflection of reality is what the game designers wanted, each government would be different. For example, democracy would be susceptible to bribes.
O - corruption distance is indeed set in the rules.txt. Set it at 5 or 10 or any other number if you want it to be corrupt in the game. I set mine at 5, and it plays well.

I had this happen only once. I was playing OCC and got a 28 size city with 81 production and 1 corruption. It didn't disrupt things but I found it pretty odd.
