Call to Power 2/ctp_program/ctp is the directory, the Userprofile.txt is in.
You can go there using your Windows Explorer. Of course you will have to know the device letter and the directory, where you have installed CTP2. Inside the directory mentioned above double-click the filename and if your computer is installed normally, a text-editor will automatically open the file, so you can edit it.
Does this help?

Ok sorry. here you go.
It is all a matter of where your CTP2 base directory is (The directory you chose when setting it up). If you cant find it use the Find option in the Start Menu(assuming you are using Windows) and look for Call to Power 2. After find it open it.
Inside this Directory open the directory called ctp2_program. Where there will be only one directoy called ctp2. Open it. You will find a lot of files and one of them is the Userprofile.txt. open it. The first line is NumPlayers wher you choose how many civs you want (maximum of 32). There also is the line NonRandomCivs write NO in the place of yes.

What you mean cahnge the AI empire? If you want to change to random civs at the begginnig of the game set NonRandomCivs to No. But to choose the civs only on the scenario editor.

Or do you mean you want to change the number of opponents to play against? That's simple. Open userprofile.txt and change the number behind NumPlayers (first line of the file) to the number of players you want plus one (the one is for barbarians). So if you want to play against 16 opponents, change userprofile.txt to NumPlayers = 17. Note that the maximum number allowed here is 32. Also, don't even touch the number of players button inside the game in the new game setup screen.
