Can't download Apolyton Pack

I'm trying to download the Apolyton Pack 1.01 but keep getting the following error message:

Error: Can't open for output counter file. Reason: Permission denied

Anyone know what I'm doing wrong? Do I need to register somewhere before downloading mods?

I just tried downloading Modswapper and got the same error.
