Clockwise from bottom left:
"King Hammurabi of Babylon",
"Czar [?] Catherine the Great of Russia",
"Queen Elisabeth I of Britain",
"[Something] Jeanne d'Arc [Possibly Joan of Arc, hard to tell] of France",
"Emperor [?] William [Wilhelm?] Von Otto [?] of Germany",
"Chairman [?] Mao Tse Tung of China".
Anyone with sharper interpretetive skills than me will have to straighten out the rest.

Check out my thread on it, I have just noticed, looking at one of the screenshots of Mao and another I had seen that the leaders, indeed, do change appearance through the ages...

I believe the German image to be that of Frederick, and the name is the result of editing for a game. Names are easily changed. I feel that the name listed there is "Bismarck von Otto." A bit of a joke on Firaxis' part. But we'll find out in a few weeks when Germany debuts on Civ of the week!

I don't think she does. The colors in the image are slightly blurred and messed up (notice the beard seems to be a similiar color to her hat-wig-thing on her head [whatever it is]). I think the "beard" could be a scarf, an odd necklace, or even a shadow under her neck. It's more realistic.

The "beard" is actually a skintone gone grey due to memory shrinking. Just look at Joan Of Arc's "moustache".

Heh, for all you British people out there, don't you think that Catherine the Great looks like Nora Batty from Last Of The Summer Wine from that screenshot

What is interesting IMHO is that everybody on the picture gets their "official" title, so it is "Chairman" Mao, "Tsar" Catherine and "Queen" Elisabeth, but judging from Mao's clothes he has not yet reached the era for communism.
Of course it may be intentional or coincidential, but it may also be likely that the leader's titles do not change with the change of government, just as in SMAC ("Lady" Deirdre Skye and "Provost" Zacharov had their titles no matter what).
Which leads to another interesting hypothesis - what if the government system is more like SMAC and SE is in?
Just a thought.
edit: look also at this setup screen http://www.civ3.com/images/screenshots/playersetup.jpg
the leader's title is displayed (obviously it is edited to Brother), so the leader's title seems not to change during the game. Of course it may mean nothing and the usual governments may still be in, but it may be not (SMAC IMHO retained the title for each faction leader as it was difficult to give different title on the basis of 4 SE criteria setup, rather than one type of government chosen, as it was in Civ and Civ2).
