Actually, the Byzantines being a)the offspring of Rome (Roman Empire, they called themselves, the word "byzantine" is a 19th century invention, from the name of the Greek city "Byzantium" where Konstantinoupolis was founded) and b)a Greek empire (emperors, officials and most of the population after 700 AD were Greek)...
...it would not be one of my choices for Civ3 (since it's "place" has been taken by Rome and Greece) but it could be in a add-on pack. Why not?

Same thing with Americans; originally a British colony, but unlike the Byzantines which were a surviving faction, since Constantinople was the alternate capital of the Roman Empire and remained while Rome was sacked. Constantinople exists today as Istanbul as well.....
