Let's see here, hmmm, this one won't be very good because there really was a civilization called the Minoans...
On second thought, it would suck. I'm going to start a new thread and try to flesh out these civs that were started here. I'm in charge of f'ed up, fantasy civs, all the rest are up to you historical freaks.

You're joking right? The Phoenicians already lived in Canaan at least 2000 years before the Philistines arrived (roughly at the same time as the Israelites). After that, the Phoenicians lived along the northern Mediterranean coast (present day Lebanon and north Israel), the Philistines along the southern coast (present-day Gaza strip) and the Israelites mainly inland.

A Minoan leader is easy, King Minos, a UU shouldn't be impossible (some early ship or whatever) and city names, well, I can easily come up with a few but - as with the Iroquois or Zulu - finding 30 or 50 might indeed be tricky (then again, Minoan history is not a specialty of mine). But Firaxis somehow found enough Zulu and Iroquois cities so I don't see why they couldn't find enough Minoan cities if they needed to...

Minoan and Philistean
Now, some people got to be kidding, huh? Not knowing the Minoans?
OK, some data: Civilization that has risen circa 2600 BC in the Island of Crete. Pre-Greek, or Proto-Greek (the archeologists seem to have a tough one trying to figure out wether the Minoans had or had not a connection with the Greek). The Minoan ships (light vessels but able to travel fast and in the open sea) ruled the Eastern Mediteranean for no less than 1.000 years, having established very close relations with Egypt and various civilizations in the eastern med.
They seem to have traveled as far as the British islands. The Minoan civilization had suffered extensive damage due to the massive explosion (greater in a large scale than the one in Krakatoa, if you happen to know what that means) of the volcano at the island of Santorini (quite close to Crete) and they never recovered. A bit later the Achaens (Greek civ, known as "Mycenean" 1900 - 1100 BC - those who fought at Troy) managed to subdue the Minoans and the latter gradually melted into the Mycenean civilization.

Cities: Knossos, Faistos, Olus, Zakros, Tylissos, Gortys, Gournia, Mallia, Eleftherna, Levinas, Aradin, Lato, Itanos, Lefki, Ierapytna... should I go on?
Unique unit: A kind of upgraded trireme (not very accurate historicaly, because the trireme came aftre the 8th century BC but... what is in that game accurate anyway?)
Philisteans
They are one of those little mysteries for Archeologists worldwide. Their origin is unknown but they definitely were not Phoenicians (they were not of Semitic origin, if that says something to you). They seem to be at their peak in the 12th-10th century BC and later vanish without a trace (well, probably they just were assimilated to the large semitic populations in that region).
Some people tend to believe that they were of Minoan origin, but you can't rely on that.

I would just like to bring to everyone's recollection the "Sea Peoples," as the Egyptians called them. Wearing feathered helmets, this scourge of the Mediterranean appeared out of nowhere and ravaged the coasts, all the way from Egypt to Anatolia.
And an interesting coincidence -- scholars believe the Sea Peoples to consist mainly of two groups:
the Philistines and the Minoans.

Right, Alexander, the people of the sea have been definitely a great pest for the whole eastern mediteranea for many, many years.
Some archeologists suggest that the Aegean civilization (kin to the minoan) produced those "pirates" (not really pirates, they were mostly raiders) but other are suggesting that their origin is asia minor (Anatolia) and they gradually moved to the coastal areas and became skilled sailors. Some - as you say - are suggesting that they were connected with the Minoan and the Philisteans.
They are one of those great mysteries of the ancient times, along with the Philisteans and many other.

I reserve my final 10 points against the time someone puts in either the "Galactic Empire" based on planent 'Trantor' from Issac Asimov's brilliant Foundation series, or the "Foundation" itself, from the same series, based on plant 'Terminus'. (Either is a much better basis for a galactic civilisation than Star Wars or Star Trek.)

Unit: Why not be original and give them a sea transport with 1-2 more movement and unit cargo?
Was Ierapetra called Ierapytna back then, or is it one more case of foreign language castration of words?
Cities: you could add some modern names also like Chania,Handakas, etc.
