Looking at the latest Screenshot from gamespot with the Egyptian negotiation, there appears to be only 7 colours on the map, and assuming none have been destroyed, then I am guessing seven IS the limit.

Well it can also mean that only seven were chosen at the start. Let's not draw draw rash conclusions, can we?
