Apolyton Pack 1.01 Question

I may be wrong but I understand that pack 1.01 increases the city thresholds. eg usually you can have 35 cities under communism, but check the government txt file and you appear to be able to have 100 before your people become unhappy with your empire size. However I've reached 35 and the games telling me the people will become unhappy if I expand further. . Will they, or can I expand regardless with 1.01 installed?

I think you are misunderstand the files APOLUL_govern.txt is the file for extra-huge map mod. Apolyton uses the original govern.txt file.
