some question ...
i know this is a graphics showcase, but i need to know how i disable a diplomat/spy unit from acquiring some foreign tech without leaving thme completely out of a scenario.

In answer to you question, you can disable the human player's ability by editing the "game" file and replacing the "Steal Technology" line from the menu of the diplomat (or spy) with a blank line. This does not affect the AI, though.
Another way is to give the technology to the civ, then edit rules and set the preq's to no. The tech can't be stolen, but it can't be researched or traded either.

Question
I'm new to civ modding, scenario creation although I have alot of programming (c++) knowledge which looks to be of no use in creating civ2: ToT scenarios/mods, and I know hardly anything about graphics. I've seen the animated units on the normal game but when I make a mod using units.bmp (which cant be animated I know) there 2D so how can I make/convert to animated  which i assume is the .spr files.

There is no known way. Note that converting static sprites into an animated format will just make the entire animation that same non-moving sprite and won't actualy animate the 2d graphic.
