It seems that I earlier missed a thread with this statement. So be it. (It is a stupid subject to discuss anyway).
About the Mil/Sci nation...
Maybe on every civilization/nation there has been a militaristic era and a scientific era. Thus almost every civ qualifies for the abilities. And as many have posted here - in gamewise this would be perhaps too good combo, so it was deliberately left out of the game.
