Look, this argument of 'historical accuracy' could go on forever, but let's face it, if you went by the book, nearly every bleeding ancient/medieval civ would have an archer unit as a special unit. The chinese would have archers, the babylonians would have bowmen, English would have longbowmen, etc, etc. It is in the name of balance that they all have different special units that come into effect in different eras. Hence the Babylonians have bowmen (ancient), Chinese have riders (medieval), English have a man-o-war (time around the industrial age), Germans have the Panzer (WWII), Americans have the F-15 (modern), etc, etc. It is to balance out the eras they get their units. Babylonians, Egyptians, Chinese, English, Zulus, Iroquois would all be getting their special unit at the same time. Firaxis want them spread through the ages...
