Civ3 - Civnet...
I think a way to have the custom civs have a custom leaders that is also animated would be to implement the system from Civnet, which let you choose the race and clothes, etc of your leader.
I know the clothes change with the age, so perhaps you could choose your leader's eyes, nose, mouth etc from a selection?
Just seemed like a good idea...

Impossible to do with out either using static images or a hell of alot more work for the animators.

Well, do the animated leaders in normal Civ3 games change attire as time passes?
