Hmmmm...if this is a scenario, how about setting the human tribe as one tribe, and creating a series of events that cause a global war between all ai-civs, triggered at 1750, the turn before, and the turn after?
Granted, it's no hex-edit

I am talking about normal games. In 1750 (Deity, give or take four years) the AI all become disgruntled and are impossible to negotiate with. I am not sure whether it is flag to be toggled on in the save file or a permanent if in the executable.
