In all the screenshots I've seen, there has been no irrigation not bordering water or other irrigation, only this time around, you can irrigate diagonally across squares. And this thread should probably wait until the game is released. It's difficult to find bugs given just screenshots and Firaxis will (hopefully) de-bug before the release date.
