Worker unit?
what is the worker unit? is it in the game?
So, I guess, it must be like the engineer unit, which enable the player to build structures outside of the sphere of influence of their city?
That will be a cool idea, because I want to build Air base all over the world for rapid response, but i don't want to build cities all over the world.

I prefer the Public Works idea, as in CtP.

that way you have to build a city next to where you want to build an air base.

Here it is:

Anyone who ever played SMAC knows how it will probably work!

Settler: Builds new cities.

Worker: Builds terrain improvements (anywhere you like).

These two units have nothing to do with the settler/engineer relationship in civ2 where the engineer was only an upgrade.
In civ3 the settler and the worker is two very different units which according to Dan will be upgraded each (at least graphically) during the game!
