or better yet, if it is in (and there is no way to upgrade units), let's hope it's a "small wonder" that every civ can build.

I liked the AC system where you could upgrade units freely - at a certain cost, of course. Leonardo's Workshop could maybe work the same way as the Nano Factory worked in AC - it decreases the upgrade costs, but does not remove them completely.

havnt they already said leos is a small wonder availible to all...

i think that this is good, but there should also be a proper wonder of leos (like in civ). the only difference being units kept their veteran status after the upgrade, where as little leo's only upgraded.
