Hmm... I hope you're talking about FM in a theoretical sense. (University running FM in turn 2122 would mean you have no city over size 1, or you inherited a boatload of credits for rushing Rec Commons.)

I wouldn't say that University shouldn't run FM -- just not this early in the game. Certainly once you have the drone problems under control, and the rest of us have Centauri Empathy and Planetary Networks, you can feel free to run a negative Planet and Police and Probe rating....

I am beginning to believe that factions which I have not yet met have hostile intent toward me. There have been indications. . . First we interecepted a garbled Spartan transmission that indicated that they desired us dead. Then the peacekeepers . . . I must have misinterpreted since it sounded as if they wished us ill as well. . . oh it must have been an exerpt from an entertainment show since our goals and ideologies would be similiar
Why would either of them wish us ill ?? all we are doing is building a peaceful nation here in our homeland and we have not directed so much as a negative psychic thought in any one else's direction. We look forward to peace and will be only too willing to grow in peace and harmony with anyone that also seeks peace.

It looks like we are alone on our continent, for which I have mixed feelings. We need the room to grow, and yet I grow anxious not knowing where the other factions are. We know they survive, we have picked up some stray signals and carrier waves due to the "bounce effect" off the atmosphere.
This planet is... eerie. That report they gave us back on Earth describing this as a good world was utter trash. I wonder if they even got anything right about this place. It's a hellhole from what I've seen so far.
My people are uncomfortable, I know, but they are bearing up well and showing the discipline expected of such crack troops. I'm proud of them. Their training helps cope with the oddness this planet manifests. At least it's keeping us on our toes and keeping our discipline at an all-time high.
If we ever get back to Earth, we have to consider this place as a training planet. It's perfect for that role.
