Hmmm, regards your download problem, not sure if I can help you there. The Scenario file IS big, and if you phone-line / modem / ISP combination is noisy it might be causing you grief, I can try to mail you the zip file if you like, but that still has to come down your line in the same way. If you just want to see a Rules.txt you can download the "RealMove" add-on to Mod-Pack Unit-Mania.
Its only 20Kb and so may sneak through you line 'noise' window.

"How to Set up the files"
I just use Notepad or Wordpad to change the basic parameters in the Rules.txt.
And to create the Events.txt and modify the other text files.
I always found the FW editor somewhat limiting.
"Do I create a scenario file and where do I put it, do all the altered text files, etc go in this file?"
As far as where to put the Scenario files, they should go into a separate directory under your Test-of-Time directory (for example, if your Test of Time directory was /MPS/CIV2-TOT then they would go into a directory /MPS/CIV2-TOT/YOUR-SCENARIO which would sit 'alongside' the directories "Original" "ExtendedOriginal" "Fantasy" etc.
The folder "Midgard" in Test-of-Time is actually a scenario folder that illustrates this approach.
"Can you use Civ2 unit (icons) in ToT ?"
Most certainly. (I did for some of the non-vehicle unit icons because I find the Test-Of-Time warriors , horses etc. hard to tell apart) You will need a graphics editor program (such as Paint Shop Pro) to cut & pasted them into the Units.bmp file. (You will need to "get rid" of the other Unit sprites or be running the Test-of-Time patch V1.1 for them to appear properly however - See one of my "read-mes" for further details.)

Test-of-Time seems to offer a whole extra set of "levers" that makes Civ2 mod-packs and Scenarios more customisable. Details of this can be found in the Forums Test-of-Time Sub-section.
See also Macro.txt in your Test-of-Time directory. (Best if you read it alongside some example Events files)
