Well first of all, the CivII civs have an advantage.

Mongols - Genghis Khan - Mangudai (Horseman, +Attack, + Speed)
Vikings - Cnut the Great - Longship (?) or Bersirk (?)
Spanish - Isabella - Armada (Galleon, +Attack)
Celts - Boadicea - Woad Raiders (Warrior, +Attack, +Speed) What else can you call them?
Sioux - Sitting Bull - Braves (Warrior, +Defense, -Cost)
Phoenicians (renamed Carthaginians due to lack of Elephants) - Hiram - Quinquireme (Trireme, +Speed)

Extra CivII:

Arabs - Saladin - Xebec (Frigate, +Speed, -Cost)
Incas - Atahualpa - ???

Other theories:

Turks - Suleiman - Janissary (Musketeer, +Attack)
Koreans - ? - Turtle Ship (Ironclad?, +Defense)
Ethiopians - Sheba - Camel Rider (Knight, +Attack, +Speed)
Polish - Jan Sobieski - Winged Hussar/Lancer (Dragoon, +Speed, -Cost)
Portuguese - John - Carrack (Caravel, +Attack, +Defense)
Dutch - William of Orange - Fluyt (Caravel, +Speed, -Cost)
Maya - Chaan Muan? - Plumed Archer (Archer, +Attack) Sorry, Microsoft!
Israelites - David - Slinger (?) Well, you've got to balance out the Arabs somewhere. Not to mention the fact that most of the world's ideology is based on this one tiny civ.

Byzantines - Justinian/Theodora - Cataphract (Knight, +Attack)
This is one isn't very likely in my opinion, due to Rome's presence. Sorry, Constantinople. Honorable Mention.

These are, again in my opinion, the most likely civs for the expansion pack along Firaxis' train of thought. (Assuming of course they'll make an expansion at all.)
