Is there a way to extent the amound of time in the quick-start to any time period, this would make it easier to create a background for a scenario.

I think the defaults take you forward only a few turns

Not sure if this answers your question, but if this is for a scenario, simply select "set game year" from the cheat menu.

Nope, not unless you want to change the source code. MP probably won't give that up.
