The climate of the Indus valley seems to be changing greatly in antiquity. By the time Dareios the Great conquered India (518 BC), it was a vast, flourishing land, very rich and thus important to own.
My suggestion is to create a new Indus terrain (both ressources should be Gold dust, with lots of shields and trade). I know of only very few cities there, and the ones important to Alex where only Taxila, Sangala and Pattala.
