Need help with Tribe names
I just got Civ II recently and have started working on a Star Trek scenario. I created the map and started a game to create the scenario with. The problem is that the Editor Menu's Tribe Editor won't let you change the name of the Tribe or leaders. To attempt to solve this, I edited the Rules.txt in the Star Trek scenario folder, but no changes occurred. Can anyone help me with this annoying problem??!!

Forget the editor! It will cause you to go crazy!!
Use the cheat mode when you set up the game and edit the names from the cheat menu. When you save it as a scenario the cheat flag is automatically eliminated.
Warning: If you use the FW editor to work on the units/technologies/events the setup will be corrupted and you will go crazy fixing it. Edit the Rules.txt and Events.txt directly with a text editor.

Generally speaking, don't save the project as a scenario too often. Ideally, save as normal, cheat-activated games, and load these up to alter directly. Use the scenario save only when you've reached a point where you are ready to start playtesting the scenario, or getting important events to work.

Specific to your problem, load up a game. Cheat, and ctrl-K to change kings' names, etc. Once you've done that, do not save as scenario first! Save as normal save game, then load up the save game. Then save as scenario.

That ought to help somewhat.

Changing names in RULES.txt has no effect on names that are already in a saved game. So, in order to save as a scenario, you need to change the names of all the characters in a save game, then save the game, then save as scenario, in that order.

If you change names in the RULES.txt it will work as long as you are starting a new game from scratch. (You would also be well advised to choose your opponents manually, with all 7 civs just to make sure your intended ones pop up correctly.)

Actually, what you'll have to do to get round this problem is this:
1. Move Rules.txt out of the default Civ2 folder - the one the normal game uses - and put it somewhere safe.
2. Now copy your edited Rules.txt file into the vacant spot, so that it becomes the default file for the whole game.
3. Start your scenario game and create a scenario by the usual method.
4. Once the .scn file is saved, you can move the original Rules.txt back into its proper place.

FW editors are TRASH!!!!!!!!

Forget them, and learn how to edit the rules.txt from Notepad. Learn ho to cut and paste into a paint program. Even MSPaint if you have to! Go, learn!
